Formatter (H-maser) leads GPS by 10.0375 microsec at 2013.221.18:28:55.04

Additional experiment notes:
Recorded 2095 GB to USN-0019 using the Mark5B+ recorder. The Module is being sent to Washington using eTransfer.

Known problems:
High winds ~ 1700 UTC. Tsys measurments only avalible until ~0700.

Missed Scans:
221-1637 though 211-1704 (inc) missed due to windstow.
